President William Ruto has vowed to continue implementing the Housing Levy Deductions despite the appellate court housing levy rulling on 26th January directing the government to stop deductions.
Speaking in Meru, the president has insisted that the plan will continue adding that the court should have allowed the government to complete creating the law to actualise the plan.
“Housing mnasema iendelee ama isiendelee? Wale wanasema housing iendelee nione kwa mikono. Si nyinyi ndio kusema Kenya hii. Kuna public participation kuliko hii yenu? Amri yenu ndio amri ya Mungu. Kwa hivyo mimi niko na amri ya kutosha na nitasongesha (housing) mbele.”

This comes after the Court of appeal on Friday maintained that the Housing Levy was introduced without a legal framework and therefore its illegal and unconstitutional.
“The trial Court held that the Housing Levy was introduced without a legal framework. It also held that the levy was targeting a section of Kenyans. In our view, public interest lies in awaiting the determination of the appeal.”
However, Ruto has insisted that the plan is meant to create employment for the youths and therefore he will ensure that he uses his power to ensure that the Housing plan continues despite court orders to stop the programme.
“I want to say for the avoidance of doubt we are already making the law that the court authorised that we go and make. They should have given us a chance to complete the law but we are going to complete the law and we are going to go forward with making sure we create opportunities for jobs for the young people of our country because that is what the people of Kenya want.”

The court made the Housing Levy rulling insisting that the government should stop collecting the Housing Levy Deductions due to the nature of the programme targeting kenyans with payslips only leaving out the rest of kenyans.
