Failure to register for the new Social Health Insurance Fund will have the government blacklist you from accessing 11 government services.
The government has announced to use various means to ensure kenyans join the new scheme. This will include blacklist from accessing services like issuance of Driving licence.
In regulations published by the Health CS Susan Nakhumincha, Proof of registration will be required when accessing government services. Services such as student loans from the Higher Education Loans Board (HELB), government jobs and motor vehicle registration services.
In addition, the acquisition of tax compliance certificates, passport and travel document acquisition, registration of businesses, and procurement of goods and services will also be on the list.

The list is strategic to corner each and every kenyan to ensure compliance. This means that most kenyans will want to seek help on some of the lined-up government services
According to the regulation, there shall be a social health insurance fund number that a person will provide whenever he/she wants government services.
“A public officer or public entity shall undertake such compliance checks as may be necessary including requesting a person seeking a government service in the public entity to provide their social health insurance number.”
Verification of one’s Social Health Insurance Fund number will be done to ascertain if the number belongs to the person and if the payments are up to date to be served.
“On production of the social health insurance number, the public officer shall verify and confirm that the person’s contributions are up to date.”
On data protection, the regulations noted that the person requesting for the personal information will not use it unlawful and will be held accountable if so.
“A person who requests information on the status of the social health insurance contribution and registration of an individual shall not use the information obtained for any unlawful purpose.”
