Khwisero member of Parliament Christopher Aseka presented a bill in parliament on Wednesday. The bill seeks to cut private universities from government funding. Therefore, This is an new bill against private universities
The bill dubbed the University ammendment bill No. 3 of 2023 was debated by members of parliament in the introductory part.

The bill will not only stop government funding to private universities, but also stop Kenya Universities and Colleges Central Placement Services from placing students there. This according to Aseka was to ensure proper public funds utilisation and avoid misuse of public funds to private institutions.
“The object of the Bill is to safeguard public funds from misuse by private entities. These entities have not been brought under the regulatory framework of the Public Finance Management Act.”
Aseka said that private universities receive funds from taxpayers. Funds that have been overpriced and exaggerated at the expense of the taxpayer. Therefore, the bill aims to bring a stop to private universities taking advantage of the loophole to make money.
If the bill is passed, only students from public universities will benefit from the University Fund. This means that all students in private universities will not be supported by the government in any way.
However, the Education Cabinet Secretary Ezekiel Machogu released a statement during the launch of University Funding model that is in line with the bill.
The CS said that students in public universities will receive both Government Loans and Government Scholarships. Those in private universities will ONLY receive Government Loans.
Although the new bill wants to scrap off even the government loans sent to private students in private universities. This means that students in private universities will fully fund their education and the government will not allocate students to the institutions.
